Harshil Agarwal is a Partner at TLP Advisors, specialising in digital assets regulation, tokenised finance, and financial services law. He advises blockchain networks, digital asset exchanges and fintech companies on regulatory and corporate structuring matters across global jurisdictions.

Harshil brings significant regulatory insight from his tenure as the Legal Counsel at Dubai’s Virtual Assets Regulatory Authority (VARA), where he played a key role in developing and implementing the emirate’s virtual assets regulatory framework. During his time at VARA, he contributed to the design of the derivatives regime, shaped enforcement policies, and assessed complex business models as part of the licensing process. He also worked closely with local and international regulators, led enforcement actions, and managed appeals before VARA’s Grievance Committee.

Prior to joining VARA, Harshil served as Legal Counsel at Polygon Labs, a blockchain and software infrastructure company. In this role, he led investment transactions, commercial agreements, and corporate structuring across multiple jurisdictions, while supporting strategic partnerships with leading global brands.
